OIP Defers Questions about HRS 338-18 to DOH

My request:

Aloha, Ms. Joesting.

The previous OIP communications regarding HRS 338-18 that you referred to in your response don’t make sense with what the DOH has been saying all along. If you could help me with one question, it should help much: What is the difference between the records referred to in HRS 338-18(a) and HRS 338-18(b)?

I am sorry but I do not know the difference between the records referred to in HRS sections 338-18(a) and (b). The Department of Health would be the best resource to answer that question.
